Awards
Associate Professor Heywood has supervised Real world projects in collaboration with Local and State Governments and communities that have gained a number of Awards for Excellence and Merit from the Planning Institute of Australia (Queensland Division) over the last ten years.
The Darra, and Murarrie, North Brisbane Fringe City, Inala, Goodna, South Queensland Region, Wynnum, and Brisbane Eastern Gateway Region Community and Regional Planning Strategy Projects received these awards for Outstanding Achievement by Tertiary Students from the PIA in 1997, 1998, 2002, 2003, 2005, 2006.
The Darra, Inala, Goodna and Wynnum Projects also gained National PIA Tertiary Students Awards in 1998, 2004, 2006, and 2007.
Facilitation and Leadership
Preparation and delivery of one, two and three day seminars on:
- Social and Community Planning and their integration into the work of State and Local Government Planning Departments for RAPI,/ PIA, and various local governments, 1997-2000.
- Community Planning for the Department of Housing, (Mackay Region) Tenant Participation & Community Development Workers (1996); Sunshine Coast Group for Regional Advice on Planning Human Services (GRAPHS) (1995) and the Northern Sub Region Organization of Councils (NORSROC) (1995).
- Planning for Non-Planners for the Logan Regional Resource Centre (1994).
- Human Services Planning for the Cairns Family Resource Centre (1994).
Research
Research areas and external collaborators
Research Areas
Within the broad field of planning, Associate Professor Heywood and his research team have defined three main research areas:
Urban, regional and strategic planning and their contributions to integrated community planning and governance
Modern cities are increasingly reasserting their cultural, economic and political leadership under the changes which are associated with globalisation and technological advancements. As the population of the world continues to grow, 'Governance' has become a key concept in recent years. The underlying dynamics in economics has brought new participants in to governance like state, public sector, private firms, regional front, voluntary organisations etc.
Many cities find themselves restricted in their policy responses by administrative, historical and cultural divisions between different participants. It is this interface between different participants, in its varying manifestations, which is the main focus of Associate Professor Heywood’s research interests and activities. His area of research is focused on:
- Sustainable development and regulation of urban growth and land use
- Improvements in methods of analysis, evaluation, and planning
- Evolving patterns of suburbanization and central city reconstruction
- social and economic impacts of changes in urban life with a focus on inner city inequality
Community involvement, consultation and development
Informed participation, community involvement and feedback are essential in services provided and for their success, and the translation of these services into betterment for the community overall. The achievement of the specific goal of achieving better communication and participation faces a number of obstacles. One of the major hurdles has been that those who decide which services should be provided are not the same people who actually provide the service. Eliminating this problem requires better community consultation to have an impact on decision-making and service delivery.
Associate Professor Heywood has recognised the importance of community members in research agenda setting. His main areas of research in this field include:

- Community Development
Plan preparation and applied planning method
Globalisation has brought about different participants at state, regional and local level to collaborate for a prosperous future. However, resolution of planning issues at state, regional and local level is complicated by lack of coordination, integration and complexity. Other obstacles inherent to the strategic planning process are: the presence of conflicting values amongst participants, uncertainty about outcomes, the difficulty of defining responsibilities, and the controversial nature of plan management process.
Associate Professor Heywood's research concentrates on the plan preparation and applied planning methods to the plan making system in order to make it easier to use and understand.
Associate Professor Heywood's research in this area focuses on:
- Plan preparation
- Applied planning method
- Means to allow diverse representation via random selection
- Establish criteria for measuring success at the beginning
- Better ways to clarify responsibilities
- Consultation means for understanding differences of opinion and allow constructive feedback

Gateway Evaluation
Associate Professor Heywood was a Consultant on the development of Brisbane City Council's City Neighbourhood Planning Program in 2007. The Program explores the new frontiers in gateway education.
West End Housing Action Plan
Associate Professor Heywood was a Consultant for the West End Housing Action Plan commissioned by Brisbane City Council in 2000 to oversee the housing development work in the west end area of Brisbane, Australia.
Deception Bay Community Action Plan
Associate Professor Heywood was a Consultant on the development of the Deception Bay Community Action Plan carried out on behalf of The Queensland Department of Housing and Construction, and Caboolture Shire Council's Community Renewal Program in 2000 to oversee the adoption of the action plan for the betterment of the Deception Bay community.
Inala Information Review Study
Associate Professor Heywood was the Principal Consultant on the Inala Information Review Study for the Queensland Department of Housing and Construction and Community Renewal Program in 1999.
North Stradbroke Island (Minjerribah) Planning & Management Study
Associate Professor Heywood was the Coordinator for North Stradbroke Island (Minjerribah) Planning & Management Study for Quandamooka Land and Redland Shire Council during 1998-99 to plan and manage future development on the island.
Young People in Major Centres Policy Investigation and Development Project
Associate Professor Heywood was the Co-director of the Young People in Major Centres Policy Investigation and Development Project carried out on behalf of Brisbane City Council and Queensland Department of Family (Youth and Community Care) during November 1996 - March 1998 to investigate the role of young people in policy development.
Upper Mount Gravatt Regional Centre Local Area Plan Community Participation Process
Associate Professor Heywood facilitated the participation of the local community in the Upper Mount Gravatt Regional Local Area Plan on behalf of Brisbane City Council between October 1996 to mid 1997. He took on the responsibility of Director for the project between May and July 1996.
Social Planning Guidelines
Between November 1994 and May 1996, Associate Professor Heywood acted as a member of a three person team (with Colin Menzies and Bea Rogan) responsible for preparing Social Planning Guidelines on behalf of the Local Government Association of Queensland and later, for the Commonwealth Department of Housing & Regional Development.
Youth Use and Perceptions of the Brisbane's Southbank Gardens
Associate Professor Heywood supervised a research team comprised of staff and students to produce a survey report on Youth Use and Perceptions of Brisbane's Southbank Gardens on behalf of The Queensland Department of Family and Community Services in conjunction with social research consultants, Feral Arts (January-June, 1995).
Metropolitan Planning & Administration
Associate Professor Heywood conducted independent research during 1997 into Metropolitan Planning and Administration in selected regions of North America and Australasia. His research resulted in four major articles and was ultimately converted in to monograph entitled ‘Progress in Planning’.
First and Second Delegations to East Timor
Associate Professor Heywood authored a report entitled First and Second Delegations to East Timor on behalf of The Royal Australian Planning Institute during September, 2000.
Review Brisbane City Planning Processes
Associate Professor Heywood and Mr P.D. Day reviewed Brisbane City Council’s Planning Processes on behalf of Brisbane City Council between June 1992 - March 1993.
Housing Research
Associate Professor Heywood was involved in conducting housing research in 1992 to assist with the preparation and development of the National Housing Strategy paper No. 9 in Canberra.
Community Development Strategy for The Brisbane Plan
Associate Professor Heywood was involved in overseeing the Community Development Strategy for the planning of Brisbane in 1990.
Comparison of Australian and OECD Urban and Regional Policies and Practice
Associate Professor Heywood was involved in a study to compare Australian and OECD Urban and Regional Policies and Practice for the Economic Planning Advisory Committee, Commonwealth Government (Canberra) during July 1990.
Redevelopment of Brisbane's South Bank Media 5
Associate Professor Heywood was involved in reviewing public submissions for the redevelopment of Brisbane's South Bank, Media 5 during February - March 1990.
The Brisbane Plan: A City Strategy
Associate Professor Heywood was a Strategic Planning Advisor on 'The Brisbane Plan: A City Strategy' to Brisbane City Council between January and December 1990. His work led to the production of a number of published background papers on the ‘Metropolitan Planning for the Strategy’.
Implications of Queensland Population Growth
Associate Professor Heywood was involved in assessing the implications of Queensland Population Growth between 1990 and 2001 for Queensland Government Brisbane Members Group during June 1990.
Review of Community Consultation in Brisbane
Associate Professor Heywood participated in reviewing the impact of Community Consultation in Brisbane on behalf of the Brisbane Inner Suburbs Action Steering Committee formed by Brisbane City Council during November 1989.

Associate Professor Heywood reviewed Brisbane traffic Studies on behalf of the Brisbane Inner Suburbs Action Steering Committee formed by Brisbane City Council during October 1989.
Feasibility Study of Sunshine Coast Higher Education Facility
Associate Professor Heywood worked with Allison J, Cameron C, and McHugh R on a Feasibility Study of the Sunshine Coast's Higher Education Facility for Queensland University of Technology during June 1989.
Public Attitudes to the Character and Preferred Use of Brisbane City Old Botanical Gardens
Associate Professor Heywood amd Mr Ted Duhs were the Principal Investigators responsible for conducting a survey and submitting report on Public Attitudes to the Character and Preferred Use of Brisbane City Old Botanical Gardens. The research was conducted during September 1985 behalf of Brisbane City Council.
Riverside Access and Existing Urban Quality for Brisbane Traffic
Associate Professor Heywood prepared a study methodology, to assist with the City Heart Mobility Study and Report on 'Riverside Access and Existing Urban Quality', for a Brisbane Traffic Study during November 1988.
