Role: Manager’s position responsible for the overall development and coordination of all environmental and socio-economic impact assessment, and environmental protection plans required for large-scale generation and linear developments. Duties included: participating in project planning and design, responsible for all environmental issues, including land reclamation; supervision of in-house study teams and consultants; public liaison with regulatory authorities, municipalities, special interest groups, and First Nations; responsible for budgets, technical and status reports, hearings, and schedules for environmental planning.

Regional Terrain Analyst: Kootenay Region, Ministry of Transportation and Highways, Geotechnical Branch, Nelson, British Columbia

Role: Senior administrative position under the supervision of the Regional Director of Highways responsible for the development and reclamation of construction aggregate sources; assessment terrain hazards affecting the highway network within the region. Duties included: supervision of field drilling and geophysical crews, laboratory technicians, and office staff; establishing quality control for government contracts, maintaining a comprehensive resource inventory and data base for construction sources, and to interface with a variety of other ministries (Forestry, Fish and Wildlife) and the public for resource planning issues.

Selected List of Research Student Projects

Within the broad field of urban and regional planning, Dr. Baker's students have undertaken the following funded research projects:

Airport metropolis project: land use planning
Airports are an important element to the surrounding urban fabric. This project examines the land use planning at the interface of airports and the surrounding regional metropolis. The research evaluates the Australian context with selected Australian Capital City airports in association with international case studies.

Airport metropolis project: sustainable indicators
The application of indicators for the sustainable management of airports is evaluated within the parameters of decision support systems. The research focuses on noise as one indicator that impacts the surrounding communities and applies the indicator literature to selected case studies in Australia.

Performance-based planning in Queensland
The research examines the implementation of performance-based planning in Queensland after a decade of experience using this method of regulation. The evaluation focuses on the application of performance measurement and the use of performance indicators in planning tools.

Planning for space within Aboriginal communities
Government housing for Aboriginal communities rarely considers the placing of housing within the community. This research focuses on the placement of housing within Palm Island and how the community use space in, around, and between houses. The landscape around housing is considered to be an important cultural context for the development of housing within Aboriginal communities.

Developing modular housing for Aboriginal communities
Housing for remote Aboriginal communities is expensive when traditional building methods are implemented. This research examines the application of flexible modular housing that accommodates community needs according to cultural and family requirements. The focus of the research is on enabling the community to build and develop their own modular designs within the community.

The impact of urban morphology on shaping urban change
The history of urban design is considered an essential element in the development of new buildings. The research examines urban morphological analysis as a method to evaluate consonant urban form. Through the mapping of the physical changes that have occurred in a particular place, by extracting information from historical maps and photographs, patterns may be identified that can convey important continuities of form and active usage. The analysis can be applied to identify developments that are proven to be incongruous and provide a method of predictive urban.
